They will take your broken screen and use a heat gun to remove the broken glass from the LCD, re-glue or double side tape a new cheap outer glass onto your old LCD. What you end up with is a sloppy refurbished screen. When the glass cracks, some sharp edges can damage parts of the LCD and by replacing a new glass over top, it will just cause you headaches in the future. Also, with the glue and double-sided tape, it is not sealed properly! Over time, and in the summer due to hot weather, you will notice leaks and bubbles in your screen.
